The land reforms implemented during the second Pahlavi era are considered one of the most significant programs aimed at transitioning Iran from a traditional agricultural society to a modern traditional society. Various theoretical frameworks have been proposed to explain the reasons for the success or failure of this program, as well as its political and economic consequences. Researchers have utilized diverse theoretical frameworks in the fields of public policy, economics, and sociology to explain it. This research seeks to analytically examine these theoretical frameworks in the analysis of land reforms in Iran. Therefore, it aims to answer the following questions: 1. How do the theoretical frameworks of Kingdon, Rostow, and Giddens contribute to the analysis of land reforms in Iran? 2. What are the strengths and weaknesses of each of these frameworks in explaining land reforms? The research findings indicate that each of the aforementioned frameworks is effective in explaining the land reform program in some way, but none of them alone can provide a complete and comprehensive picture of this plan. Therefore, it seems that a combined framework of Rostow's and Giddens' hybrid theories can better analyze land reforms in Iran. This combined framework can examine in detail the role of foreign powers, domestic institutions, the state, and social forces in land reforms and more fully explain the effects of these reforms on socio-economic structures.
