The crisis of legitimacy was the common denominator between Saladin (Salah ad-Din) and the Bahri Mamluks government; Therefore, two governments acted in a similar case to gain legitimacy, which was their cultural policies in the educational centers of Baitulmuqaddis.
Both Saladin Ayyubi and Bahri Mamluks spent a lot in educational centers in Baitulmuqaddis, and the result was the establishment of many schools in this city, which could solve an im- portant part of their legitimacy crisis as a propaganda media. But the aspects of these cultural policies were not the same between these two periods. this article seeks to investigate the main question of the similarities and differences between the cultural policies of the Ayyubids and Bahri Mamluks in the educational centers of Baitulmuqaddis.
According to the findings of this research, benefiting from continuous communication with the caliphate during Saladin's time caused cultural policies in Baitulmuqaddis to be part of his plan for the crisis of legitimacy; But their competition with the Ilkhans and the destruction of the Abbasid caliphate during the Mamluks era caused them to invest more in educational centers in Baitulmuqaddis.
The method to achieve this result is comparative and in this method both the research variables and the contexts of the variables have been examined; Therefore, the method of this compar- ative article is context-oriented.
